Brief History

The Civil Engineering and Development Department consists of the Civil Engineering Office, which consists of the Port and Land Branch and the Project Management Project and Environmental Management Branch; the Special Duties Office, which is responsible for the overall delivery of all reclamation, infrastructure and associated works for the development of Hong Kong Disneyland at Penny's Bay on Lantau Island; the Geotechnical Engineering Office, which is responsible for a wide range of geotechnical engineering activities related to the safe and economic utilization and development of land; four Regional Development Offices: Hong Kong Island & Islands Development Office, Kowloon Development Office, New Territories East Development Office and New Territories North and West Development Office, which are responsible for the planning, programming and implementation of engineering projects related to main infrastructures and land development within their areas of operations, and they are involved in district management and co-ordination of works projects in respective development areas also.

The roles and responsibilities of the Civil Engineering and Development Department are to develop high quality new towns and strategic growth areas to meet Hong Kong's development needs; to implement and maintain high quality public works projects including port development, land formation, landslip preventive measures and environmental improvement measures and to maintain Hong Kong's leading role in setting international standards for slope safety.
